The Position Alameda County Behavioral Health Care Services is actively recruiting a Community Mental Health Project Manager, Adult System of Care (ASOC). The Project Manager, ASOC will serve as the Program Director for a new program; CHOICES for Community Living (CHOICES). The incumbent will report to the Director, Adult Community Support Centers.
The Project Manager, ASOC will be the operational lead for CHOICES. The position is responsible for completing the start-up phase and implementing ongoing operations across the programs main components: Housing; Employment; Service Teams; Recovery Education Centers (which includes Recovery Coaches); and a Regional Learning Collaborative. The incumbent will also work closely with the CHOICES Design Team to monitor and improve program delivery and outcomes. The incumbent will develop and manage, in collaboration with other key program staff, operational policy and procedures that support program implementation. Examples include; establishing a staff training schedule and coordinating trainings for the Regional Learning Collaborative; managing organizational relationships and solving operational barriers across program components; holding meetings with staff to identify program strengths and troubleshoot barriers; facilitating continuous quality improvement processes with staff and participants and implementing procedures to approve participant applications; developing protocol for annual review of participants strengths and challenges and developing procedures to distribute Section 8 vouchers. The position will also verify completion of deliverables by the Recovery Education Center vendor in the areas of curriculum design, space planning specifications and technical assistance to peer-run organizations.
The Program The CHOICES Program is a large scale pilot project in Alameda Countys Adult System of Care that is funded by the Mental Health Services Act. Its objectives are to promote wellness and recovery for mental health consumer participants and to bring about organizational transformation directly by integrating peer based mentoring, housing, employment and care management for individuals drawn from the nearly 3,500 adults with a serious mental disorder (a primary target population of Alameda County Behavioral Health Care Services). CHOICES is one of many Alameda County Behavioral Health Care Services (ACBHCS) initiatives aligned to implement a positive vision of how recovery principles can change individuals and whole systems of care. The program works sequentially with groups of 120-150 voluntary participants who are also enrolled in one of 18 County or contract - operated Adult Service Teams. CHOICES services will be located at two new Recovery Education Centers, at Adult Service Team sites and at other places within the community. The program is a collaborative effort between Behavioral Health Care Services Vocational Program, Housing Service Office, the Wellness, Recovery and Resiliency Hub; the vendor for the Recovery Education Centers as well as the County or contract operated Adult Service Teams.
QUALIFICATIONS Experience: The equivalent of five years full-time, progressively responsible experience in project management in the areas of clinical program development, management and/or mental health research and evaluation. A Masters degree in psychology, social work, public health, rehabilitation or other applied social science is preferred.
License: Possession of a valid California Motor Vehicle Operators license. Clinical license is preferred.
